Very recently a new California bill was introduced to the legislature. The bill (SB 1277), if passed, will establish an online registry for animal abusers, similar to Megan's Law sex offender registry. The bill will give the state a better way to track abusers and prevent future cases of abuse. It is proposed to be paid by a pet food fee.  Any excess money would go to spay and neuter programs. Animal Action Network fully supports this bill.
